Setup follows a fixed sequence in Meta's tools. The steps below match Meta's Cloud API get-started guide.

  1. Create or choose a Meta business portfolio. This is the account that owns your WhatsApp assets and billing.
  2. Create a Meta app with the WhatsApp use case (direct route) or onboard through a provider's signup flow.
  3. Create a WhatsApp Business account and add your business profile: display name, category, description and website.
  4. Add and verify a dedicated phone number. Pick a number you control and can receive a verification code on. Plan its use carefully, because it will be tied to your API account.
  5. Register the number through the API with a six-digit two-step verification PIN. Meta states this registration is done by API call, not from the dashboard.
  6. Complete Meta business verification if your provider or limits require it. You will provide your legal name, address, website and, if asked, supporting documents.
  7. Create message templates for anything you send outside a customer's 24-hour window, and submit them for approval.

That is 5,000 × ₹0.115 = ₹575 plus 2,000 × ₹0.8631 = ₹1,726, about ₹2,301 before GST, or roughly ₹2,715 with 18% GST. Provider fees come on top and vary, so ask for them in writing.
